Clean the primer pockets and brass after sizing and well as remove the sizing lube or wax and then reprime, powder and seat your bullet. I don’t understand the decapping and cleaning before sizing. The edge of the case neck gets peened over when tumbled then when you resize the brass the die shaves some of the brass and it gets between the case neck and the die causing marks like you have.
